Post in the game's hub.

Did you properly install the game? Did you make sure that your computer can RUN the game? Is your operating system interfering with the game's exe, if you can't find the exe, that's probably your OS's firewall or virus scanner having quarantined it because they're generally freaking stupid about steam games.

get out of Steam and exit the program entirely. Go into your firewall and virus scanner settings (since I don't know what you're using, that's up to you to figure out how to do, google it) and make ABSOLUTELY SURE that they are allowing Steam and all its programs and subfolders to run. Also make sure that they have disabled 'LIVE' scanning - meaning if Steam has to get online or the game does, it doesn't suddenly decide "oh no this is a virus better stop it from working".

Restart your computer after doing that, and restart steam, you may need to verify the game's files or reinstall the game to get it to be properly fixed - that's assuming this is the issue. I don't own the game and don't know whether it's got its own problems beyond that, but that's a very normal thing for some games to be quarantined by mistake.

You have to do what was suggested, not just turn it off - you have to make sure that the system hasn't already done this, and reinstall the GAME. Also though, game hub would be more appropriate, I hope you find a fix.

This isn't a matter of how much money you throw at a problem, it's a matter of you not understanding what your system can or does do when you're not looking. Don't blame Steam, this isn't a steam issue - it's either the game's devs need to help you, or your computer has something going on that's preventing it. Steam has zero responsibility for this game.

You have one of two things happening. Either AV software is grabbing the executable or you're running 32bit Windows.

well, lets double check that.

that seems fine.

uninstall it. afterwards check if you can you rightclick the game -> manage -> remove from account.
if you can do that, do so. then you install it again, if it is not in library, you press "play game" from the store page.

You might want to try rolling back your video card drivers to a prior version.

But like I've said: you have to do things in a fairly specific order for them to actually work. Just choosing one or another thing and calling it done doesn't work.

Get OUT of the steam client entirely. Search online for how your specific antivirus uses its whitelist. MAKE SURE that you follow its instructions on how to properly whitelist a thing, and do that. RESTART your computer. Restart steam. REACQUIRE the game, you may even want to reinstall the steam client (not all your games, just the steam client itself found on the Steam website - be out of steam while doing that).

We want you to be able to play, but this is not a steam problem, it's uniformly on the user's computer that this occurs - unless of course, you have gone over to the Bendy section of the forum and seen that there's somehow something wrong with the game itself - I don't own it and don't feel like traipsing over there myself.
