The only way you can avoid the repeated syncing is by disabling the cloud sync via the game's properties menu

That was the OP's question.
In that case, all you have to do is delete the files in that folder. (Also uninstalling the game WON'T remove the saves, since they're located elsewhere)
look up the game and check the savegame file locations.
