Which is better than yesterday but still less than expected. On the bright side, it is not maxing out my CPU on all cores making it impossible to even move my mouse around. So, there is a plus for what ever you were doing to my CPU yesterday.

you might wanna exclude Steam directories in your anti-virus solution, that might ease things up.
This was a unique issue with steam many user that has same issue in that time period, i doubt you can revoke thread at all then a steam moderator see you did. this was solved back then with steam and ISP figure it out , and steam user see it help, i assume they did that, i have no access or knowing, only the steam users here, that make support ticket has knowledge what happend.
if you think you are right in that go ahead , but you need a technicain on your side to proof this. and log from back then. thats is complicated as hell.
