Is the Game installed?
I presume that GTA V updates through Rockstar’s own launcher? If it does then the Steam verify option is deliberately disabled and it will need to be verified through the launcher instead.
Follow the tips in the article Seretti linked to you and hope that you just have to start the installation to get it to recognise the files.
Better move some other stuff off to an external drive or the cloud to free up enough space or you’re stuck with having to delete GTA V itself and redoing the installation from scratch.
