Computer slows down to a crawl when installing games

Help!
If i don't throttle my downloads my computer slows down to a crawl, i can't do anything on it if it downloads at above about 2 mbps.

It even happens with my new SSD drive that i installed which has ONLY games installed and NO windows or any other critical operating system files.

What could be the reason for this?

EDIT: Normally i'd blame a HDD not being able to keep up with writing new information on the disk drive while at the same time managing the operating system, but since my OS is installed on a completely different HDD and my games are installed on a SSD which also is a physically different drive, this shouldn't be happening.

Tried a method where i opened CMD and typed in "bcdedit /deletevalue useplatformclock"
That worked. Anyone who has some expert level knowledge on windows systems care to explain how that works?

Can I just confirm that you are saying your apps aren't downloadng at the pace you want?

No.

I can' have them download way faster by disabling throttling, but if i do, my computer starts to slow and stutter.

you could check task manager to see what is the bottleneck.

No bottleneck, that's the first thing i've done.

If you dont think its the cause what what hard drive usage looks like. If its low then idk.

I installed the steam client on my SSD and tried to download a game on the SSD, the problem still persists, it can't be about disk drive speed since the SSD shouldn't have this problem?
