You can buy one booster pack a day for a certain game.
you can craft the booster for it as soon as you own the game on the account, it is not required to receive all free drops first to do so.
you can buy as many booster packs as you want from the community market, just the crafting of it via gems is limited to once every 24 hours per game.
"Badges are tied to user accounts and are shown on users' profiles. Crafting game badges earns the user marketable items like emoticons, profile backgrounds, and coupons. Badges can be leveled up by collecting the set again and re-crafting the badge thus earning more items."

Edit: Although it does seem that I am able to sell my cards without the restrictions there are for inventory items.
I personaly think badges and card are a big joke, I do sell my doubles sometimes and use the Cents from that to flesh out the sets. I only do this once or twice a year if that.
