i guess you misunderstood this post.
if you bought and refunded the game within a timeframe of 24 hours, then the money never really left your account.
you just saw a pre-authorization for the money. Steam did not came to pick it up. in this case, you will not see a funding of the amount of your account, the transaction for the payment is just canceled instead. check with your bank.

What day and time did you buy the game?
What day and time did you request a refund for the game?
If the time between those periods is less than a day, you were never actually charged for the purchase.
If you did the process within a day of buying something, the money was never charged, and thus cannot be returned. It means you never actually bought it. Like annulling a wedding, it's like the thing never even happened.
Check your bank statements, as they'll probably show that the money never left the account. Or contact your bank tomorrow.
If you refunded the game within 24 hours, Valve never has actually received your money.
