Anyhow, you haven't committed any money to your Steam account so you cannot access features.
So you spent $0 on steam. You need to spend $5 directly on steam to unlimt the account.
Your friends can add you though if they are not limited.

and as already said, you spent exactly zero on Steam.
you have to understand that Steam is not a charity service, and it is a very common thing for businesses to reserve certain features or privileges for PAYING customers..
so your options are either A) get your friends to add you, or B) save up some money and purchase a game you are interested in
And the "limited account" isn't really about money anyway -- as far as I know, it's mostly a security thing: they wanted to prevent people from making fully functional accounts to do things like spamming on forums, and when the account gets locked they would just make a new one.
With $5 lost every time the account is locked, doing this is considerably less attractive.
