unintsalling a game and then reinstalling it

If I unistalla game from steam due to issues and reinstall it does that means it has to redownload and woul di l;ose any saved in that gam eim having to unistall and reinstall ???

If you uninstall, you are removing it from your hard drive, so you would need to re-download it.

Your save games should remain, although if they are in the game folder and it is deleted then they could be removed.

there is no real reason to un/install it

yes i know but im having issues with getting VC thru nab2k18 done talked to support they say its on my end when in afct on aug 31 2018 i purchased vc thru nba2k18 fine. i also had my ISP tech check it out he said it wa son their end also . but all 2ksports did was say its been resolved when actuallly it hasnt been. i even went to my tech and he checke d it out he said its going thru he also said nothign wrong with ,my connection and its on 2ksports end. for some reason its not going thru to steam to get the money for buyonh the vc. but when i play Bless online and i purchase lumens it goes thru no propblem thru steam . so i dopnt know what else to do. steam support hast answered me so what do i do . thought maybe some file corryupt or missing in nab2k18 thats why i was going to unistall reinstall . according to the very all fgiles are there so im at lose what to do next.
