there is no such thing as "blablabla game Europe". if there are regional restrictions, then they are set on country level.

I buy The Elder Scrolls V: Skyrim Steam Key EUROPE

When i check the restrictions it says that i can install it from my Country. But when i entered the product code it seems to be false.

I can only run this game Skyrim because Special Editions of skyrim i cant run because it required 8 gb of ram memory.

That is an unauthorized reseller known for scamming their customers and even selling an "insurance" which is nothing more than a protection racket. You are just another victim.
Get your money back from those scumbags and buy it from authorized resellers instead.

I'm complaining because the steam says it is not accessible for my country. Now i run isanylegitdeal.com site and how i can purchase the Skyrim V when i open in steam and search for the same game and it is not show up.
