I don't even know if there is a fix here. It wasn't fraud, it was your brother being stupid. I would say make him buy you a new account with the games you're going to lose, but I'm not sure that's even possible once you're banned.
I forget which overly long EULA states it, but you waive your right to do chargebacks under steam or uPlay. If you ever chargeback, they burn the account.
You could contact paypal and state it wasn't fraud, but stupidity, but I don't know how long Steam gives users to fix a situation like this one.
I sincerely hope you didn't pull the nani crap with the support rep.
In future, don't share accounts.
Worst case, you can no longer make purchases on the account or use said payment method on Steam.

If you wish to have the refund for the DLC, you must do the refund by Steam, not Paypal, as they must send the funds back to you, if you have Paypal pull the funds, this will cause you to get your account locked, remember to follow the refund guide.

2. Talk to your bother, as he shouldn't be using your account, account sharing isn't allowed, and he need to buy his own game. You can look up the SSA terms and read more.

3. You can only get banned by Uplay if you were caught cheating, or abusing the service, if they lock your account on Uplay, contact support, and they will get it resolved, explain clearly what has happen.
