If there are any region restrictions, legit key resellers should list them.
He could buy them from any seller, get gifted from a friends, through an auction etc. - doesnt matter and personally I think it shouldnt be of our intrest.
However as logn as a game inst region locked to a certain country, it will not matter. Most improtantly for germany and russia tho, those are the 2 country with the most region locked stuff.
(want to choose australia because it's cheaper) and I don't know if I get an australia steam key I will be able to activate the game I want to get on the NZ steam store
legitimate retailers get their keys directly from the dev.

if a retailer is not on there it is most likely not legit.
the store in question is not legit for this reason alone:
company registered in estonia.
after breezing over the offered games ... looks like they bought bundles from other stores.
one of my devs games is on there and he never heard of the store and the only other place he sells steam keys is humble.
in other words, everything you buy there is from a questionable source and acquisition. if you use it, prepare to get scammed.
