Activating game key using VPN

Hi, I just bought Deadpool (2013) Steam key and its probably region locked to only activate in Russia. My question is : is it safe to use vpn software like RusVPN plugin for Google Chrome to activate game through internet browser?

Yeah, I've seen people quoting this many times, but nobody approved whether Valve really cares this much and I have never heard about actual cases of people getting banned for this. Could anyone confirm that it is not worth the risk?
