Limited Account Features

This is a tired topic by now, but my account is limited, and I'm not exactly sure why.
1.My friend bought a joke game for me, which I then refunded. (SGD0.66)
2.I got my friend to gift me $12 on Steam, which also doesn't unlock certain features, but I get why.
3.I bought Guilty Gear Xrd -Revelator- on steam while it was on sale, using funds from my steam wallet which came from the gift and the refund, for about SGD9, which amounts to over USD5.
And yet, it still says that I have only spent $0.50 of the $5 required for me to unlock certain features. Anyone mind explaining why?

Because the funds you spent were gift funds, which don't count towards unlimiting the account.

they know where the gifted money came from. your friend spent $12 on Steam, not you.

Some examples of purchases that grant access to these features are:

• Adding the equivalent of $5 USD or more to your Steam Wallet
  
• Purchasing game(s) that are equal to $5 USD or more from the Steam store
  
• Adding a Steam Wallet card that is equal to $5 USD or more to your Steam account
  
• Purchasing a Steam gift that is equal to $5 USD or more from the Steam store (Receiving a Steam gift or digital gift card from a friend doesn't count)
