Dead Island is on the german index and is not allowed to be openly advertised and sold in Germany.
It got advertised, thats why he knows about the sale....
He just cant open the store page.

Only games that are forbidden are not allowed to be sold.
Being on the index doesnt mean automatically its forbidden to be sold.

Restrictions about selling do not affect the users ability to possess (things that arent a criminal goods)

Yeah they did get banned in Germany I remember Deep Silver kicking up a big fuss about it and insisting they wouldn't make a censored version because they didn't like other games being allowed when they weren't.

There is just no version to be sold in germany.

If you get it, make sure its not a region locked version.

First we shouldn't assume he knows about the sale from a Steam advertisment as there are plenty of places he could have been informed about the sale without it being directly advertised.

Second even if the Steam advertisment was shown to him it wasn't intended as a direct advertisment for that game but for the entire franchise and with Retro Revenge being allowed to be sold that would mean the advert was allowed.

Its not that he cant open the store page, there is NO shop page for the game if your store is set to Germany.
While its true that you can activate keys on a German account without a problem, Steam is not allowed to sell the game in Germany.

Steam is not allowed to sell the game to people who dont verify their age.

The game is not seized or forbidden.
Therefore it can be sold to adult people.
