shocking how bad steam support it, you cant even speak to someone!
Just a warning, if you issue a chargeback through your credit card company Steam will permanently suspend your Steam account. They consider that fraud and it costs Steam hundreds of dollars in penalty payments.
So make sure you are ok with losing your account because of it.

You bought it from STEAM not directly from the developer. You follow STEAM's policy, not the developer.
The money back guarantee is something the developer can offer through their site, yes.
The 30 days is through the developer, no Steam. You purchased the program on Steam and get the two hours/two week refund policy.
For the 30 days, you would have had to make the purchase through the developer's site.
