My friend is not yet eligible to receive this gift (Steam Digital Gift Cards)

My friend is new to steam and would like to buy a steam wallet from me (because he has no online banking). When I tried to send him Steam Digital Gift Cards, it said that my friend is not yet eligible to receive this gift. When is he eligible? Ohh, we are already friend on steam for 3 days

Is he trying to send the gift card using wallet funds? Can't send gift cards using wallet funds

As a heads up if he is brand new to steam there is a 5$ buy limit till steam gifting

There is not, unless you are both limited. You just need to be friends for at least 3 days.
