if not, do so and try to reproduce the issue.
I just did what you suggest, but that did not help since the bug is still there when I reproduced it. :/
check what processes hog a larger amount of any resource (cpu/gpu/ram/storage) when you reproduce this.
if it is just one process (and not desktop window manager) then this is most likely completely caused by that process/application.
Well, I checked task manager and when the bug happened, client server run-time and desktop window manager is at 2% gpu usage. Like there is little to no gpu core load, only the clocks and 100% video engine load. If I load a video on potplayer, either client server runtime or desktop window manager spiked about 100% on gpu and then the drivers crashed.
Opened a support case with Steam support, but it didn't lead anywhere, so please post if you unearth any further details.
That seems like a good temporary fix. I'll try to use that fix if I ever ran into 100% video engine load again if I started steam while gpu-z is in the background. I should note that I only use one monitor via Sceptre 60hz 1080p monitor.

I have not been able to reproduce this issue since that release, although I'm not keeping track of the Steam client version numbers.
