Download speeds capped at 5MB/s, should be ~30MB/s

I'm wondering if someone can point me in a right direction here, my download speeds on Steam aren't anywhere near proportionate to my total speed. My ISP (Virgin Media) provide me with the Vivid 350, which should work out around 30MB/sec (going from my old speeds, where 100Mbp/s = a constant 10.5MB/s) but it won't go above 5MB/s anymore.

This is only an issue with Steam, other places such as Origin or World of Tanks have no such problem and I get a solid 25MB/s (give or take). I've tried restarting the router, Steam, computer etc to no avail... Even changing the download server to a less populated area.

first off, that's roughly 47.75 download speed. secondly, don't just try less populated areas, try download servers all around.

I had a constant 10MB/s before upgrading my internet, since then Steam has struggled. Like I said though, everything else is fine so it is just the Steam client either my end or the connection to their end.
