Downloads flat lining
For the past day and a half I try to update my games or install a new game and nothing happens it goes of half a second then just flat lines I've tried emptying my download cashe and restarting steam but nothing seems to work. Anyone have any ideas.

I used to get this issue until I changed ISP.

Now I can download at 80 Mbps constantly.

Is there any other way cause changing providers is kind of a hassle. Plus i've had my provider since I've had steam and this is the first time this ever happened.
Oh. In that case...

Try reinstalling Steam over the top.
Do not uninstall it first!

7/10 times this works. 😉

Failing that clear all the caches, etc.
Run CHKFSK and SFC, etc.

recheck your bandwidth speeds on speedtest.net on different test servers close to you. if there is no visible issue and the values are close to what you should get from your provider, then change download region in Steam settings to something else, please even test far away locations (downloads will only take longer to ramp up in speed)

did you install anything(software/driver/whatever) before this problem started to occurr? (including windows updates.)

Okay so first speedtest.net just tells me i have a latency error and two i don't remeber downloading anything i did a windows update last night but the problem was already a thing by then cause I noticed it yesterday at around 7 after i got home from work

I’m also having this issue, so should I install a second version of Steam then and later uninstall the first version that I had on my PC?
