Either look into port forwarding (for hosting your own games) or play on dedicated servers.
That is a Source engine variable. That doesn't work on 'any' game.

Nope, didn't change anything. Also 400 wouldn't be enough as my ping is usually 600.
I didn't have this problem 6 months ago. Around that time I was perfectly able to play any game with my friends but now I'm unable to play any game with anyone outside from Europe. I can't connect with anyone or anyone can't connect to me. I we tried with borderlands and it didn't work, same with Terraria, Speedrunners and more. The result has always been the same.
I tried with games that don't use steam, like connecting with my friends and we can all play games on Dolphin and any other emulator with no issue (outside some lag but that's to be expected).
That has nothing to do with your topic.
steam does absolutely nothing to establish a connection between players, that is mostly done by the game. the issue is with something else, most likely a firewall/router blocking the connections on you or your friends.
but in any case, a region lock like you describe it does not exist.
This problem regards only steam, anything else works fine so I'm positive that it's not an issue with my connection.
I can still play with people all over the world (with huge lag as a result), and steam isn't interfering with any of those connections. Even with valve / steam games this doesn't happen, like L4d2 or Team fortress 2.
You stated you disabled firewalls (why????) and everything that you could think off.. And I'm here, wondering.. Why aren't you listing what you done so far and what else you turned off? Maybe you turned off so many things it's actually impossible for you know to make these connections?
And why didn't you create a thread 6 months ago? Then it might have been easier backtracking previous changes.
Now, i doubt you can recall what you done so far.
Also, don't bother trying to look for a solution that fixes all your games.. Start with one game, make sure you know how to forward ports and test the issue with friends.
Let us know how you exactly get to play together, and if the server is dedicated or not.
You see, I've tried many games. Usually games like warframe and unturned work as they should. Even golf with your friends work, but then I try the borderlands series, speedrunners and even terraria always give me the result that I'm unable to connect to the host or those that try to join me receive that message.
I started disabling the firewall as I thought that maybe a recent update of kaspesky was messing up with the sending of information but disabling it was to no avail. I tried to turn of the antivirus for the time being and see if something would change but the result was the same. Checking the integrity of files lead to nothing, so did uninstalling and reinstalling the games.
What I came to conclusion is that I able to play on a dedicated server but when it comes to connecting to a host or being the host, I'm unable to connect and they are unable to connect to me.
And to why I didn't say it earlier, it's a few factors. Initially I presumed that it was just a connectivity problem on my end and simply dismissed it as "Internet seems to be pretty slow today" and since it was common for me, I took it as a probable answer.
My previous computer is veeeery old, 2009 level of old and therefore I dismissed the problem as "Seems like now games require more advanced computers to be able to play them in multiplayer" so I just sighed and left the whole playing on steam with my friends until I managed to get my hands on a new laptop. I'm talking about a laptop that is so old and that has been used for so long that at some point the backlight gave up and I had to plug it to a tv to be able to see what I was even doing.
Now that I have an actual modern laptop and undeniably more advanced that my previous one, I was sure that it would resolve the problem but it did not.
I understand that I should have posted this when the problem arose but back then I simply thought that the problem was that my everything was too bad to keep up.
