This is already happening for some of the more common achievements that were affected. The early story achievement Chimney Sweep from Arkham City, for example, has already moved from 0.01% to 0.1% as more people complete it.
They'll never get back to "normal" if Steam does nothing, but they certainly won't stay at 0.01% forever. So given time, the rarest achievement showcase would actually contain rare achievements again.
Yes and if they do something about it, then praise them for that. But if your example sets precedent, then we have nothing to look forward to. So that's a poor example used to highlight a point, that you didn't really make to begin with I'm afraid. ¯\_(ツ)_/¯

I’ve never really used Exophase so I don’t know how exactly it works and what numbers are displayed, but the issue is definitely observable from the Steam API and affects other trackers like completionist or SteamHunters. On ♥♥♥♥♥’s actually a big problem because it heavily disrupted the point system and Rudey (dev of SH) already considers reworking it to not use „Steam unlock %” for determining the point values if that issue will persist

Steam support redirected me to here to Steam discussions but we are yet to get any response from anyone in Valve.
