Ok, what about your smartphone or another computer that uses the same network?

Now we know it's not the client at least.

same message on my phone
Ok, sure you don't have comcast/xfinity? You can check here: https://www.whoismyisp.org/

They caused some issues recently: http://steamcommunity.com/discussions/forum/1/1621726179561150283/#c1697169163398910131

i would appreciate if you know why this happen and how to fix it,
(did you see my post there?)

Well you can't reach that website for some reason, either it's your router or something else between your device and the server. If you don't have comcast then call your ISP and ask them for help with solving this.

ok i just click on the whoisyourisp, and the the network i use is timewarner spectrum
Ok, then it's something different. You should ask time warner then on what to do, or wait a bit and see if it gets better.
why dont we start this with a simple power cycle of the modem/router and a reboot of your computer?
