Steam client stuck as small title bar that I can't interact with.

Currently, my Steam client is stuck on the logon, but it is only a small title bar that says "Steam..." with the two window interaction buttons and the X, but no clicks make it work at all. I've tried everything so far, uninstalling, restarting, etc. etc. and nothing allows me to resize it or otherwise work with it. Any ideas?

i have only seen this once, when the Steam client window was closed to run in background and a Steam client update was released and the popup for it was opened. that small title thing was the update popup.

rightclick tray/task icon of Steam select library or something and everything was ok again.
