Can't Make freinds/trade?

I recently got my two sisters into steam and got them steam account, they have both spent money (as in bought a game) and have set up their online userID, but cannot freind or trade with anyone why is this?

That should be enough to unlimit the account. What exactly happens if they try to add someone?
And how long ago did they spend the money? It can take a few hours after first spending money on Steam before the account reaches full functionality.

About 3.5 weeks, the add freind button is greyed out and unclickable and there is NO trade button

I can make freinds with them, so it is not a real problem but...

because you have blocked them or a friend request is still open, either way.

They are my freinds, I can freind them and they can accept, just they cant freind me or each other.
