As stated above, Support accounts are no longer required to create new tickets. If you have a Support account, you can only use it to review your older tickets.
If you need to contact Steam Support or if you need help with your account, open your Steam App, click "Help" (next to "Games") and select Steam Support.

IF you have actually found the issue IN the steam support system, log out, it'll let you do this.
There are ticket submissions regarding Steam Community where you have to be logged IN. I submitted tickets of that category while being logged in.
