Report a translation problem
I have had no issues with Steam speeds and steam does not throttle speeds. Those tend to be either an issue along the connection line or the ISP.
World of tanks is the only other game I play and it has no lag either so I don't know what to say.

Each connection is different and takes a different route to get to various servers. If the connection is making too many jumps, then that can slow it down. Error correction between those nodes can compensate for packet loss as well.
Netflix and a game do not saturate your internet connection like a Steam download does either, so they can't really be used to compare and none of it will tell you if the ISP is throttling Steam.
