for me its also Asian letters even in the Browser, so i think it must be a Bug with some or all german ip's?

Seems to be a bug with german language setting, i guess? I have the same issue:

If you set the language to english via parameter (?l=english) then it's properly displayed in english.

same its also have a problem with pc spec information in the game store, i just open a random store and its change to russian, most of the time this bug always show chinese word

human error. someone at Valve named the chinese video file german
the traditional chinese video file is the same as the german one.

sidenote discovery:
i have excluded open-world games on my account, i do not see the takeover banner of rage2. at least that works.
