What is our recourse when developers condone continued and obvious cheating?

you are going to need to provide more information, such as how is the game developer condoning cheating? which game do you think is condoning cheating? cheating is not something you can just press a button and perma ban everyone that is cheating instantly. some games have anticheats, some dont. If someone is cheating in a game of CSGO, you report them ingame, if they are cheating in a game like Civ 5, you simply stop playing with them and find someone else to play with.

Okay let me rephrase:
HOW are they cheating.

Deceiptful store page has different consequences then flagging an abusive review or backtracking on Early Access promises.

if they are saying "go ahead and cheat, we dont care" then move on to a different game and dont buy any games from the developer. If your idea of condoning is a lack of anticheat, then thats completely different and does not mean they condone it.

I was also asking what kind of game, FPS, Turn based, MMO, etc. a general example like the ones I mentioned would work, gives an idea of what kind of game and what your options are.

They are saying exactly that. It is an MMO. And just moving on when this is happening, after spending money, is not an option.

It is. Even better, it is your only option.
It's their game and if they say cheating is fine with them, you have to accept it. Normally this is regulated in the TOS in a way that your license gets revoked if you cheat. But if they opt to not enforce it, there is nothing you can do but leave.
There is no legal requirement for games to be free of cheaters. the incentive for the studios is to keep people like you in the game. If they rather have a cheater-infested or toxic environment, that's their prerogative.

What source do you have that they said they don't care about cheaters?

Fair play, in organized sport, is enforced by law in many, many places.

None.

If you are with in the two weeks and two hours, then you can refund. Other then that, leave a bad review. Other then that, as others have said, don't buy their games in the future.

Valve has no control over the game or it's developers.
