cd retail keys do not count, you do not spent money on Steam with them, Steam sees exactly nothing of those purchases.

There is no way to get unlimited without directly putting money onto your account/ purchasing from Steam directly, and exactly by $5.
There are barely any games worth exactly $5, but you could purchase a $3.99 and a 1.99. (Not sure if discounted items are considered the full price or not.)
