There are several Eastern European and Balkan countries that still use their own currency, but need to pay on Steam with Euros because there own currency is not (yet) supported). Not sure about Denmark, Norway, Sweden and Switzerland. UK pays in pounds.

if the currency is not available for a country it defaults to USD
if the currency is not available in the geographical influence of the European Union, it defaults to EUR.

you can always check what currency is used in a country on Steam while not being logged in and using the alpha2 countrycode[en.wikipedia.org] and the cc parameter on the store.

Also, since the question was about Germany in particular, the prices are "complete" -- there is no additional sales tax or anything. You always pay what it says on the price tag, and online shops such as Steam have to show the full price as well.
