Can't access trade offers

My trades seem to be messed up and I have like 3 trade offers that I can't view right now. Whenever I go to check my trade offers it tells me that there was an error and to try again later. I tried restarting my computer, and still nothing. And, might I add, nowhere in Steam's sh*tty self-help guides does it have the problem that's happening to me. Every time I try to go through the problems listed in the "Trading" category, it cuts me off and says "You will not be able to use the community market until (x date and time)".

It says exactly this:

>The account must have a successful purchase older than 30 days, but not older than a year.

This restriction will expire in 15 days, 21 hours and 52 minutes.

EDIT: When I go to trade, it says:
>There was an error retrieving your trade offers. Please try again later.

I've checked there already and it says that trades are normal (with "Increased Trade Timeouts")

Look at the graph and notice the amount of failed trades. It is not an issue with your account. It is an issue with the servers.

"Please try again later." meant what it says.
