Finally I understand how it works according to STEAM DL's.
I have always watched the DL speed and cursed at what I assumed was a slow speed.

The others have addressed that..
Second, if you do get 25MB/sec download speeds elsewhere, it is very likely you're connecting to a Steam server which is far away, or full. Go into Steam > Settings > Downloads > Download Region > XXX
Mine is set to US - Charlotte and I'm near Charlotte - however, there are times when download speeds do drop to around the 3MB/sec range or even under 1MB/sec and I have to go in here and change the server to Atlanta or somewhere else... sometimes even further away can get more download speed depending on the server load... I typically only bother with this if I'm downloading something new...
Typically, you shouldn't need to reinstall anything except in serious issues - the worst with Steam is changing the download region and deleting ClientRegistry.blob albeit rare. Not to mention how laggy the main window of Steam is ( I am running quad 3.0 8GB, 1080 GT nvidia 4k 8GB, 750 TI nvidia 2GB running 3 other monitors - even when I was only running 2 monitors or 3 instead of the 4 to 6 I run now Steam has severe performance issues when full-screen on most screens so I typically have a monitor run at low resolution ( 720p or so ) to act as a magnifier and for Steam ).. Aside from those issues, and the terrible decision banning VOIP numbers and stripping accessibility from disabled folk, along with forcing us to edit the usable-install-folders file manually to add additional drives and folders to install games where we want them, Steam has been ok with a few other hiccups now and again.
