WHY IS MY STEAM DL CAPPED AT 3MB/SEC?
HELP
It seems that my STEAM download is capped at 3MB/s, and I don't know why.

System Specs Below. Details follow:
1. This 3MB/s Cap has been the norm for as long as I can remember
2. I have reset and re-installed STEAM several times
3. Every other Network DL streams at up to 25MB/s. Windows (CMD) reports similar speeds.
4. I have gone into Steam ---> Settings and checked the following:
  1. In-Game --> Server Browser --> 250 (done in desperation)
  2. Downloads --> DL Restrictions --> 1AM and 11PM Limit to 25MB/s
  3. Cleared the DL Cache, and
  4. Trolled the InterWebs for info, to no avail.

My question - "Is this Normal. Does Everyone have a 3MB/s Cap?"

Steam client -> settings -> downloads -> Tick "Display download rates in bits per second"

Finally I understand how it works according to STEAM DL's.
I have always watched the DL speed and cursed at what I assumed was a slow speed.

Ok, internet connection - 1 MBit == 128KB/sec download rate. You say you have 25MB downloads on other things - is it 25MBit connection, or do you get 25MB/sec download speed? I'm at around 50 to 60MBit and get around 6MB/sec down, solid, with spikes lasting a few minutes going further...

The others have addressed that..

Second, if you do get 25MB/sec download speeds elsewhere, it is very likely you're connecting to a Steam server which is far away, or full. Go into Steam > Settings > Downloads > Download Region > XXX

Mine is set to US - Charlotte and I'm near Charlotte - however, there are times when download speeds do drop to around the 3MB/sec range or even under 1MB/sec and I have to go in here and change the server to Atlanta or somewhere else... sometimes even further away can get more download speed depending on the server load... I typically only bother with this if I'm downloading something new...



Typically, you shouldn't need to reinstall anything except in serious issues - the worst with Steam is changing the download region and deleting ClientRegistry.blob albeit rare. Not to mention how laggy the main window of Steam is ( I am running quad 3.0 8GB, 1080 GT nvidia 4k 8GB, 750 TI nvidia 2GB running 3 other monitors - even when I was only running 2 monitors or 3 instead of the 4 to 6 I run now Steam has severe performance issues when full-screen on most screens so I typically have a monitor run at low resolution ( 720p or so ) to act as a magnifier and for Steam ).. Aside from those issues, and the terrible decision banning VOIP numbers and stripping accessibility from disabled folk, along with forcing us to edit the usable-install-folders file manually to add additional drives and folders to install games where we want them, Steam has been ok with a few other hiccups now and again.

This is happending to me now. A week ago i had 25MB/s but now i have 3MB/s its just not adding up.

Did you read the thread? 3 MBps is the same as 24 Mbps. Megabits and Megabytes are different units. Your ISP will usually give you speeds in megabits per second because it's a bigger number.
Same issue is happening to me, steam pretty much hard set my steam download speed to 30 percent of my internet speed. From 3.0 - 3.5 mb/s and its mb or around 29 mbps.

This thread is from 2017. OP's problem has probably been solved.

3.5MB/s x 8 = 28Mb/s (Mbps)
3MB/s x 8 = 24Mb/s (Mbps)

25MB/s x 8 = 200Mb/s (Mbps)

1 Gigabit per second = 128MegaByte per second.
