delete the x86 game using steam client.
restore the game from the backup folder to folder of choice using steam client.
You seem to be under the impression that a game won't run in 64-bit if it's sitting in the x86 folder. This is incorrect. It just needs to be launched from an actual 64 bit executable.
move steam to c:\steam or another disk \ partition instead - you solve most problems "disk write error"
If the application you use is 64bit it will run in 64bit no matter where the file is installed to.

As well as this....this is correct.
Backup/save steamapps.
Uninstall Steam.
Reboot your PC.
Reinstall Steam in new location.
Drag in the backup of steamapps. Done. Simple and easy -peasy.
This is not the correct way to do it.
