Your Steam Level *does* matter.
It also matters how MANY games you are eligible for booster packs in.
i am not the highest level.. but.. am level 73.. and i am eligible for booster packs in just under 300 games.
If you are someone only Steam Level 9 with 15 games eligibility it's true you will likely almost never see a booster pack.
Higher level and more games you'll see them more often. But it's still not really enough to "count on" as a money making plan or whatever. Nor are they often enough to count on as reasonable ways to "complete badges" so you can craft them.
i do not think Steam releases the actual 'odds' of getting booster packs but some users have tried to measure it.
Your profile is private. I can't see what level you are, or how many games you bought, or the number of eligible games within your alleged many purchases.
The chance is very small, yes, and the only reasonable way to complete a card set is via the market, by trading/buying. I don't see how that's unreasonable, or how booster packs existing are somehow forcing people to buy cards. That's some decent level conspiracy theory.
They haven't announced any statistics about how exactly it's decided, but I imagine they just pick a random eligible person when someone crafts a badge. Like a lottery, and you have more tickets in each game's lottery depending on your Steam level.
as generalized as possible. the "important" part is the global cooldown. if you just received a booster, lay back, you wont receive another one for a certain time for sure and that is dependend on the level. it is 84 hours for level 150 under optimal conditions. if you have a low amount of eligable games or the activity quality of the games is bad, this time will be in general longer.
