Unable to use Coupons during sales (And unable to use Steam Support to solve it)
I purchased Ori and the Blind Forest during the last winter sale, and never got around to playing it. Recently afterwards, a definitive edition was released. I couldn't refund the my original copy (it had been sever months), but that's fine.

I ended up with a coupon for it. I'd been holding off purchasing it, but now I want to buy the game with the 75% discount. The problem is, the game is currently on sale for 50% off. When putting the game into your cart, the cart displays "We will use your copoun", but also shows 'N/A', and the game shows it's cost as being 50% off.

Luckily, my coupon expired a couple of days after the steam sale, but this is a pretty major flaw. I'm not expecting the coupon to stack; I'm expecting it to work instead of the sale. But when a game is on sale, it's impossible to use a coupon to get the game for a cheaper price, even though the coupon would make it half the price of the sale price.

So, naturally, I tried to use steam support. That system is fundamentally broken. I understand, you don't want to sift through thousands of issues that could have been solved or sorted. So, you create categories of issues, then allow users to select a specific issue, then either show them information, or allow them to complete requests/etc.

The problem is that this issue doesn't fall under any of the cookie cutter options. Generally, this isn't a problem, as most supports would then allow a user to put in a custom message and explanation under whatever category almost fits their problem. But steam support doesn't allow that. Which means, if you encounter a problem they don't know of (The kind that would be most important for them to fix), there's no way to tell them about it.

Am I going insane? Am I doing something wrong? I find it hard to believe that Steam has NO way to contact them about specific issues that aren't available in their cookie cutter categories. But I spent a good 10 minutes searching for any way to send this message directly to Steam Support and found literally nothing. I'm glad this particular instance allows me to buy the game at the discounted price for 2 days afterwards, because I've never been so infuriated by a support system in my life prior to this.

I am also looking for an answer to the exact same problem with the same game, completely unable to select the 75% over the 50% and no support options to rectify

Thats normal , you cant apply coupons to games that are already discounted during a sale.
You need to wait till the sale ends if you want the 75% discount for owning the old version.
Was always that way on Steam.

I'm aware that it's 'normal' behaviour for steam. But it's not normal at all. I can't think of a single other store that wouldn't allow you to use a discount because the items already on sale at a worse discount. The system may be working as 'normal', but that undoubtably shouldn't be how the system works.

The issue of support is still present as well.

because there is no other store that provides such types of coupons. humble comes close and there is the same, you cannot apply most coupons on already discounted titles.

Coupons existed prior to the 20th century. In what possible way does 'no other store' provide this 'kind' of coupon?

Well they haven't fixed it 8 years later. I imagine the games you get from coupons are generally so awful that no one uses them anyway. The one time I try and it's 5% less on sale than the coupon is for and its presence in my cart is stopping all my purchases. I'd honestly prefer they just don't give me a coupon when I create a badge; they just end up clogging up the front page of my inventory before they disappear forever again.
