Can't change steam language

So my steam is in french, and I've been trying to switch it to english, but when i go to language prefferences and switch the language, then hit save, it says it will take a few minutes to take effect... I did this weeks ago, during that time i have verified a dozen times that the language IS set to english, I have also tried logging out of my account, then relogging. I have also tried restarting my computer( and therefore steam) multiple times, yet the language is STILL in french!

Try maybe to do these steps:
(note these will not effect your games)
{Read all before performing}
Exit completely from Steam
Go to the folder were Steam is installed then delete all files in there except (Do Not delete these next files):

• steamapps [Folder] (were your games are at)
  
• userdata [Folder] (were your games saves are at)
  
• skins [Folder] (Were your Steam skins are at.. no reason to lose them for these)
  
• Steam.exe [App] (Main Steam program needed for later)
  
• ssfn files.. there may be more then one, it will be called ssfn_____ and some numbers (keep it so you will not have the 7 days trade cool down)

After you are done and left only with these 3 folders and program run Steam.exe and it will need to download the client

These fixes most of the problems with the client if nothing else works

steam settings -> interface -> select language.

what OP tried to do is to change the language here:
https://store.steampowered.com/account/languagepreferences
and that does not set the language for the client.

i used that link but it dind'nt work, my frend says that it's because i had my game open whil i did it but i tried it with the game closed but again it didn't work (the game that was opened was ark and its the only game that's not english yet)

Did you try going into the settings like wuddih said?

That doesnt work for me. My language is there set to english since about a month. Its still all in german.

well for me the language was set to english in the interface settings but not in that link thing, so when avalible it changed to simplefied chinese and i was stuck

Hello, sorry, I can't type English well, I bought Watch Dogs 2 from Steam, but the game language is Russian, and when I entered the game settings, I didn't see any language except Russian and similar, what should I do to change the game language to English?

Physically move from current country, purchase the game in a country that supports English in the game.
