That file is related to the game Killing Floor 2. I extracted and analyzed the contents and it is an appinfo file describing some metadata of that game. Try reinstalling that game.

does this link open in your webbrowser? or where does it appear?

reinstalling the game will probably not help.

If it's a problem with the Steam browser you can try to go to Steam (upper left corner) > Settings > Webbrowser > and click delete browser cache and browser cookies. Logout from Steam complete and restart and login again.

You can also check if your webbrowser homepage is something common. For example type http://www.google.com there

If you tried what I stated above and it doesn't work to solve the problem it's probably a IDM problem and not a Steam problem.

IDM tries to auto download some files, you have to go to the options of IDM to prevent it from autodownloading specific files.

You can Goolge or YT how to do it.

How is this a Steam issue?
So the software you use does what it's supposed to do, grab files that starts downloading on your PC and shows you that popup?
Steam is doing it's own thing presumably?

Shut down that software when you are using Steam or configure it so it ignores Steam. Contact the people behind the software if you need help with it.

What? Show a screenshot of that? And please don't use photobucket, use postimg.org or something.

So if you run Steam and nothing else the browser opens without you doing anything?
