Beta tester?
So i saw on someone accounts beta tester cards so how? And beta tester on this means steam tester or valve game? IDK

No, it means beta tester for Steam trading cards. As for "how", when the beta test was on, it was possible to become a beta tester.

What do the cards or description say? Are they general Steam cards or for a particular game?

In my other account I got a badge for "Steam Hardware Beta Test Candidate" a long time ago when they were developing hardware for Steam OS. I forget what all the criteria was, but part of it was running a game in Linux using a gamepad (I used a Logitech F710). But I did not win the lottery to test one of the Steam machines. No cards were involved.

if you mean the trading card beta access thing some people have in their inventory ... that was the way to get access to trading cards when it was in beta years ago. the gift is now completely worthless as it fulfills no purpose.
