Conflicting Software
Whenever I boot up my PC I get a message that reads:

"An incompatible version of LavasoftTCPService.dll (related to Lavasoft Web Companion has been detected inside of the Steam process."

"We suggest updating or uninstalling this software if you experience crashes or network slowdowns while running Steam or individual games."

My experience trying to get rid of it can summarized as follows:
1. I check uninstall programs via the control panel but it was not listed
2. I located the dll in c/Windows/System32 and I found a "LavasoftTcpService.dll" and LavasoftTcpServiceOff.ini" in C/Windows/SysWOW64
3. I could not just delete them because apparently they were being used by Windows Explorer
4. I attempted to use the command prompt but even when running it as an admin I got an access denied message.
5. I then transferred the files onto my google drive and was able to delete them from another device

While I was able to get rid of the files and it did get rid of the error message, it also rendered my PC unable to browse the internet (I double checked to make sure it wasn't a network issue). My network connection was good but when I start a browser I only got a blank page in Firefox, a no internet connection in explorer, and chrome did not seem to even attempt to search for web pages.

Anyone have any thoughts?

You should delete the file which tells you that it is giving problems and then windows will automatically download and install it with the lastest version.

Download and run this: https://www.malwarebytes.com/adwcleaner/
Let it delete everything it finds and reboot.
Run the regular malwarebytes.com also. That should solve it.

EDIT: download from another device if you need to, adwcleaner will reset the net thing and scan for more bad stuff

That thing may be a lavasoft file but it doesn't have to come with ad-aware, sounds like it's some thing that is bundled with other software that users might not realize they installed. It also tends to stick around and cause steam issues. Adwcleaner should remove it and also reset winsock by default, that should solve OP's issues. (if he can get it downloaded to his PC)

If you can't get the file downloaded because of the net issues then try running this command with cmd running as admin:
netsh winsock reset
Still, run adwcleaner anyway.
