What makes you think your disc is causing the slow download? It's only writing as fast as the data is arriving.

Would you share a result from speedtest.net so we can verify your actual connection speed.

Looks like you are confusing Mbps with MBps

A 75.40 Mbps should result in a 9.43 MBps download speed

75Megabit = 9.4 Megabyte per second. Which means you get exactly what you're supposed to.
Regarding your drive, there seems to be a problem regarding speed as it severely underperforms.

your internet connection caps the download speed, not your harddrive/ssd.
