Steam client beta opting out
Steam keeps updating. I've opted out but I'm still in it. I'm so tired of steam updating every few hours. I just want to get out and stay out of the beta. Steam > settings > account > beta participation > NONE opt out of all beta programs. I have chosen this many times and I'm still it. How do get out of this and stay out of it

opting out of beta might not fix the permaupdate problem but here you go:

close Steam delete file "beta" in .\Steam\package folder start Steam

it should update to stable.

If you click Help>About Steam. What does it say?
I'm in the beta and it says "Built: Jul 6 2017"

Or settings>Account.
What does it say next to "beta participation" just above the "change" button?

That means you are not in the beta.

What do you mean by "steam keeps updating"? Maybe it's not actually updating?
Does it make it take longer to start steam or something?

My pc freezes and when I turn it back on the updating steam window pops up. Is it better just to delete steam all together and re download it

I'm not sure if steam is the cause for the freezing or not but if it isn't then the freezing might very well be the cause of this.

Sounds like you should fix your PC and make it stop freezing, maybe reinstall windows.
You can try to reinstall steam without reinstalling your games, just follow this guide but just move the steamapps folder, uninstall and reinstall steam to the same place. https://support.steampowered.com/kb_article.php?ref=7418-YUBN-8129

And if you didn't install steam on the C drive then please try that this time, always do this because it can cause problems. You can install games on other drives later.

The constant updates just started a few weeks ago and I'm 100% sure it's installed in the c drive. I guess I'll just uninstall steam then reinstall it

Fresh download of steam it's still happening I have no beta folder. The constant updates are really starting to annoy me. 100% sure it's not my os

Do the uninstall-reinstall thing I suggested, save your steamapps folder etc.

I'm not even in the beta to receive those updates I've opted out so many times. Steam could you please remove my account from the list. I really don't want to be in this beta anymore I've lost my Skyrim play though 3 times

Get your PC fixed. My last gaming rig had similar freezing issues that were down to impending graphics card failure. Every freeze would cause something to go wrong with my Steam installation - probably as it wasn't shut down correctly or at all - and it would need to 'update' when I started it up again. So yeah, chances are that it's not updating - it's repairing itself and the process it uses is the same one it uses for updating, hence it says that it's updating when it's not.
