Reporting a cheat / hacker, how?

Hello everyone, first for people that will say. Report ingame, report his steam profile.
I belive that these "ingame reports" in old games anyone doesn't care about it.
For example Call of Duty Ghosts, 200 players online and 8/10 games a hacker is in the lobby.
There is a difference between INSANE SKILL and aiming on people thru walls then acting like "i watch the ground." or when people aim under you and than instantly aim in the mid of your chest or your head. I just know how hacks looks like. I'm also not one of them when someone just looked on the wall where i was and then look away and i instantly call him a hacker. No, if this happens like 20 times in a game then there is a problem.

How should i report a hacker? When i contact steam support.. all i hear "share us the hack" or something like this. How should i share a hack? First i need to have the hack and asking a hacker like "gimme the hack pls i want to hack" i guarantee you, he wont even add you to friends to ask him.

Not working/possible.
- Share hack to steam support = Not possible because i'm unable to have this hack, hackers don't share their hacks. Tried it many times.
- Report ingame = For some older games there is this function but you can report him as many times as you wont. He will not get banned even after 2 years.
- Making a video = Name and shame, shame is that he is hacking. But yeah not allowed here, supporting hackers. I understand someone just crying with no proof, but when you have it on tape and you can prove that he did it like 20 times... then yeah... name and shame ?

You think it's a good solution? So basicly if this would be like this people would stop playing games in general. For example CSGO... 1 hacker and 2mil people quit playing the game because of one person? I guess the 1 person should get banned and 2mil people should enjoy their game.

Paying one person for this would be enough
1Game 1Person watching the reports. For "Trolling" reports they will get a warning. So people will only report if they are 90+ sure there is a Hacker and not report full team each game.
1 Person 180h month... 8 Euros per Hour = 1500 Euros. I would do it. :)

You realized this is HELP section? Not being rude and ignorant section?

use ingame report function and move on, everything else is nonsense. in case of ghosts, move on to another game.
