Are you sure the email is actually from Valve and is not a phishing email? Have you checked the headers of the email?

if existant, then you still have an account on that email. check the username mentioned in the email then. you would wonder how many people insist on having just one account but registered another one by accident and forgot about it.
also check https://store.steampowered.com/account/
if your contact email address is really something else and not the email you receive those guard emails on and if that is not the case, check if you do not have setup forwarding emails from your current email to the old email.
