You need a purchase thats 30 days old
I'm getting really annoyed. Steam keeps resetting my "You need a purchase that's at least 30 days or older" thing. I've bought many games on this account, and I've had FULL access to all these features like market and stuff before, but again Steam keeps resetting it. I've bought Worms Revolution, CsGo, and The Sandbox, all myself on this account. There is absolutely no reason why you should keep making me have to buy things. I refuse. You will not be getting more money from me until you stop resetting my permissions.
EDIT: A huge piece of proof that I've had access to everything before, was that I used to buy and sell cs skins and trading cards. I still have 5 cents in this account leftover from selling and buying things. Fix this or you'll be getting absolutely nothing from me anymore.

You need to buy something on the Steam Store at least once a year to keep your community market access. Was always that way, will always be that way.

Just buy a cheap game for 50 cent then wait 30 days and you have market access again for a year.

Just remember for the future to again buy a game before the 1 year is over or you will get the 30 day cooldown again.

Its not just older then 30 days, it's also newer then 1 year. If your newest purchases go old you don't get to use the market again until you have a new purchase that's between 30-365 days old.
This applies to every single steam user.

I can't use the market right now. My newest game was on December 31, 2016, and my second oldest was on December 31, 2015. (I don't need help; I know exactly why I can't use it.)

Dec31, 2016 is not older than 1 month.
Dec31, 2015 is older than 1 year.
Both of your purchases fall outside of the requirements.

I already know that. This has happened twice in 4 months around March last year, then April last year. It's not the one year thing.

Have you done any refunds? If you refunded a recent purchase, it could mean you no longer have a purchase that meets the requirements. As Forcen mentioned above, you can see your entire purchase history here:

No refunds on this account. The three games I purchased with my own money on this account were like $40-50 total.
