If that were true I could see it being an easy mistake to make. Do you have any evidence of being able to do that in the past through Steam? I've never seen that option before, but I've only been here since 2012
It's perfectly possible to contact support on issues they do cover. You however, are screwed. Your only chance is miss filing a ticket under a different issue, which will get you the support staff response you crave, but the end result will still be a game stuck on your account. Your best chance to resolve this is to talk to the humble bundle guys. They might be able to help you.
Lastly, good luck with the consumer organizations. Valve ignores them all unless they're actively being sued.

And having seen the option to inventory processed games, I thought this would be the better way to do it.
Obviously not. And I admit I may be confusing the options one gets when one receives games (I was recently gifted Firewatch -- Christmas and all) with the options one gets when entering a key.
Still confusing at least to me. I was confused.
When I went through the Support tree, I saw the ability to remove titles from the library, so I know Steam can do that. It sounds like only an accounting adjustment to add a title back to my library.
If not, then yeah, this could end up being an expensive mistake.
That's a very big difference.
Even after you "removed" a game, you can restore it at any time by repeating the steps you used to remove a game.

Entering a key has NEVER allowed you to make a giftable copy. Ever. This option has NEVER existed. So your magically assertion entering a key gave you an option to do so is patently false.
And if you read that you'd see that doing so does not free up the cd-key that is used. Or are you again having a problem with the whole 'reading what you want' thing. Because that seems to be all you're doing.

Steam does not transfer license nor unhooks cd-keys from accounts.
I told you what the process of registereing a cd-key tells you in the process.

Make a ticket and whine there. Your inability to read is your own problem. Steam does not do what you want to do. It CANNOT be done. It WILL NOT be done. Period. The process outright tells you the game will be added to your library. You chose to ignore that.

They're not going to revert the purchase because as per their TOS its a non-refundable bundle purchase. they activated the bundle early to get Xcom2, its now non-refundable. Period.
