Annoying Download Problems

I have this Problem for a very long time now:
- Downloads/Updates stuck/freeze at 0kbytes/s
- After a while it goes back to normal download speed for 30 seconds and back to 0kbytes

I tried many solutions that didnt work:
- Stop DiagTrack Service
- Open "Launch game window"
- Limit Download Speed
- Install fresh Windows
- Change Server Location
- Flush download Cache
- No Programs Interfering with steam installed/running
- No Virus/Spyware whatever-> same problem on fresh setup

Everything else using the internet connection is working fine, just Steam is making problems.

then focus on your network equipment and isp to solve the problem.

Well, on my Notebook there is the same problem!
Maybe there really is a problem with my ISP.

But how come anything else is working perfectly beside Steam?
