Emails that asks you to click a link are 99% sure to be phishing mails. No reputable company will send such emails.
Wrong. This mail is 100% from Steam.
You get one of those if someone tries to activate a game key that is already bound to another account.
You get an option to send a mail to the owner of the game. Its a feature to maybe remember a secondary account you activated the game on.
You dont need to reply to that mail. The other user will get no information that you are the owner of the game. Things like this can happen if keys are given out for free on websites and so on.
Often multiple people try to activate the same key and then those emails got created.
Try to remember where you got the key for this particular game from.
Unfortunately there's no way to prevent spam if someone is feeling particularly annoying.
