Even if it was just one account, Valve does not restore scammed items.
When trading for a game, make sure it goes in the trade window. That means the game has to have been purchased 30 days ago. This will minimize the chance of it being revoked.
I'm guessing he means he wants to buy a game from some random Joe and then transfer it to an alt account in order to prevent random Joe from being successful in a chargeback.

Don't do a "gift" for a "gift" because as far as Valve is concerned, it one would have to agree it was a gift during the process and that they would not be getting anything in return.
