is it legal to broadcast movies with the broadcast part of steam?

I don't think you understand how the legal system works. The broadcast feature is meant for games, not movies.

this is why we have a report button on the broadcast. i remember when valve first enabled broadcasting, the porn was too much.

If you want a clear answer, there are 2 ways to do it. You can ask STEAM, or you can do your broadcast and then when you get banned you will have your answer

No, public playback of a movie is a violation of copyright laws, even if you don't make money off of it. It requires a specific license from the movie's studio in order to do. It is also abuse of the broadcast system on Steam.

No, that is ecchi. Hentai is not on Steam. That requires a 3rd party patch.
